Stephanie Clark appeared before the board to present
the Public Defenders quarterly report.
Motion made by Fleecs, seconded by Gronewold to
receive report and place on file. Gronewold,

Christina Lyons appeared before the board to present
the Nebraska Crime Commission 2010 State County Aid Juvenile Justice Grant
application.
Motion made by Bauman, seconded by Fleecs to approve
the Nebraska Crime Commission 2010 State County Aid Juvenile Justice Grant
application and having chairman sign application. Gronewold,
Bauman, Adams, Fleecs, Barnard voting aye. Nay none. Motion
carried 5-0.
Discussion was had on the recommendation of the
Special Designated Liquor License. Sheriff
Millard Gustafson appeared before the board and indicated that he had not been
contacted about the Liquor License and did not recommend approval of the
Special Designated Liquor License.
Motion made by Barnard, seconded by Fleecs to
approve recommendation of Special Designated Liquor License for Brackhan Dance
Directive, LLC at Homestead Nat’l Monument. No members voting aye. Gronewold, Bauman, Adams, Fleecs, Barnard
voting nay. Motion failed 0-5.
Chairman Adams read a letter that will be sent to
the jail steering committee members into record acknowledging members of the
Jail Steering Committee for their efforts.
RESOLUTION NO. 10-01
WHEREAS, the
Gage County Board of Supervisors has a duty to construct,
renovate, remodel, furnish,
equip, add to, improve or provide suitable rooms and
offices for the accommodation of
the several courts of record and to keep such
accommodations in repair
pursuant to Neb. Rev. Stat. §23-120; and
WHEREAS, in
addition to that duty, the Gage County Board of Supervisors
recognizes the historical
significance of the Gage County Courthouse as it has
served as the location for the
administration of local government and institu-
tions for Gage County for over
100 years and is listed on the National Register
of Historic Places; and
WHEREAS, the
Gage County Board of Supervisors finds that both the
District and County courtrooms in the Gage County
Courthouse are in need of
repair and renovation; and
WHEREAS, a
renovation project approved by the voters of Gage County
is in progress in the Gage
County Courthouse and that project required the
judges of both courts to vacate
their courtrooms and utilize alternate facilities
because of the extent of the
work being performed in their courtrooms.
As a
result, the Gage County Board of
Supervisors has determined that repairing
and renovating those spaces at
this time is the most economically feasible
long term solution and would
prevent future disruption of the work of the
judiciary in Gage County; and
WHEREAS, the
Gage County Board of Supervisors recognizes that reno-
vating the courtrooms involves
restoring historically significant architectural
features including ceilings and
floors and the construction of furnishings and
benches to match those fixed
features and that the work involved requires
unique skills, abilities, and
experience; and
WHEREAS,
Ratigan-Schottler Manufacturing has submitted a proposal
for furnishings in the district
courtroom, incorporated herein as Attachment
#1, and has discussed recommendations and options for the
restoration of
the floor and ceiling in both
courtrooms. The Gage County Board of
Super-
visors recognizes that
Ratigan-Schottler Manufacturing is a respected busi-
ness located in Beatrice, Gage
County, Nebraska, which possesses the unique
skills, abilities, and
experience necessary to complete the work and has sub-
stantial experience renovating
courtrooms; and
WHEREAS, the
Gage County Board of Supervisors has been made aware
that there may be private funds
available to defray the cost of renovating the
courtrooms; and
WHEREAS, this
matter was discussed at an open, published and public
hearing on January 27, 2010; and
WHEREAS, the
Gage County Board of Supervisors has properly pub-
lished and has placed on its
agenda the issue of approving or disapproving
this Resolution.
NOW,
THEREFORE, THE GAGE COUNTY BOARD OF SUPER-
VISORS HEREBY RESOLVES to adopt the proposal of
Ratigan-Schottler
Manufacturing of Beatrice, Gage County, Nebraska,
incorporated herein as
Attachment #1, and finds that
the renovation of the courtrooms involves
unique services that are offered
by that corporation;
BE IT FURTHER
RESOLVED that Gage County will accept private
funds to help cover the cost of
renovating the courtrooms in the Gage
County Courthouse.

made by Fleecs, seconded by Bauman to approve change order #1 for hardware forty-five (45) HES Model 4500 Electric
Door Strikes with a five year limited warranty, ten (10) Securitron M32 Mag
Locks with a lifetime replacement warranty, hardware for additional door #008
ground floor West stairwell, One (1) Infinias elDC Door Controller, One (10)
Door Position Switch, One (1) HES Model 4500 Electric Door Strike, installation
of all the above listed hardware to doors and frames. With a one year warranty on
labor and installation for an amount of $ 29,848.00, to be taken out of
inheritance fund. Gronewold, Bauman, Adams, Fleecs, Barnard voting aye. Nay none. Motion carried 5-0.
Discussion took place on the Standing Rules. Bauman indicated that he would like to see
one board meeting a month to be held in the evening. He also had a question on #29, if it meant
that the standing rules could only be changed once a year. Ritnour indicated that the rules could be
suspended. Adams stated that a survey
conducted indicated 43 counties responded and none held evening meetings. Barnard stated that not having evening
meeting limits the number of people that can run for the position.
Motion made by Bauman, seconded by Fleecs to table the
issue for 2 weeks. Motion and second
were withdrawn.
Motion made by Bauman, seconded by Fleecs to take
action on the issue in 2 weeks. Gronewold, Bauman, Adams, Fleecs, Barnard
voting aye. Nay none. Motion carried 5-0.

& grounds, Bauman on emergency management, Gronewold & Gustafson on law
enforcement and Gronewold on RC&D.
Chairman also reminded all members that the next
board meeting was moved from the 10th to Monday the 8th
of February.
